Mr. Liu served with the Public Security Department of the then Northeast People’s Government since 1949 and was transferred to Public Order Department of the Ministry of Public Security as Section Chief in 1954, when he participated in the investigation and handling of “The Gang of Four”. In 1978, he was appointed as Deputy Director General of Public Order Department and later appointed as Deputy Director General of Criminal Investigation Department in 1983. In 1984 and 1985, he was consecutively appointed as Director General of Interpol NCB China and Director General of Criminal Investigation Department. In 1990, he was appointed as Standing Deputy Secretary General of the State Drug Enforcement Committee. Since 1995, he has served as President of China Criminal Science and Technology Association.

Mr. Han used to be Deputy Director General of Public Order Department of the Ministry of Public Security and Standing Vice President of China Security Association. He devoted 20 years of his over 30 years public security experience to the administration of the security service industry and organized the stipulation of various policies and regulations and edited such textbooks as “China Security Service”.

Mr. Liu is Vice Chairman, the Science and Technology Committee, the Ministry of Public Security (MPS) and President, China Security and Protection Industry Association. He used to be Deputy Commissioner General of the First Research Institute, MPS, Director General of Computer and Communication Department, MPS, President of China People’s Public Security University, Director General of Science and Technology Department, MPS, Director General of Equipment and Finance Department, MPS, President of China People’s Armed Police Academy. He used to be awarded the State Council Special Allowance and is a recognized public security expert.

Mr. Liu used to serve the air force in 1971 and was transferred to Civil Aviation Administration of China (CAAC) in 1973. Since 1987, he served as Director General, Public Security Department, CAAC for many years.
